Blake D. DeMarr, P.E, PLS
Managing Member
Blake is a founding member of DeMarr Engineering, PLLC where he specializes in land development design for property owners and developers in the Northern Virginia and Washington DC region. Blake manages the daily business operations and supervises design production in the Arlington, VA office location.
Outside of work, Blake enjoys weightlifting, golf, and travel.
Jake A. Kirkwood, P.E.
Associate
Jake joined DeMarr Engineering in 2018 and is licensed as a Professional Civil Engineer in Washington, DC. He specializes in land development and stormwater management design in Washington DC and the surrounding region. Jake leads the civil design team and is the resident expert on Washington DC land development projects.
Outside of work, Jake enjoys running and hiking with his wife and their two dogs.
Alexander H. Miller, E.I.T.
Civil Engineer II
Alex joined DeMarr Engineering in 2022 and is a registered Engineer-In-Training (E.I.T.) in Virginia. He works under the guidance of two licensed civil engineers and focuses on civil site design for projects throughout Washington, D.C., and Northern Virginia.
Outside the office, Alex enjoys rock climbing, traveling, and exploring new cuisines.
Christopher J. Donohue
Civil Design Technician
Chris joined DeMarr Engineering in 2024 and specializes in AutoCAD drafting and project cost estimating. Chris also provides office support to our field crews with transferring data and information between field and office.
Outside of work, Chris enjoys spending time with his family and friends, whether that’s boating in the Chesapeake Bay or adventuring to new places in the DMV.
Holten Flinders, E.I.T
Engineer II
Holten joined the Civil Engineering division of DeMarr Engineering in 2025 and specializes in Geotechnical Engineering and Site Design for land development projects in Northern Virginia.
Outside of work, Holten enjoys any activity with his wife and kid including birding, hiking, swimming and fishing.
Olena Bondarenko
Civil Design Technician
Olena joined DeMarr Engineering in 2025 and specializes in AutoCAD design drafting for land development projects in Northern Virginia and Washington DC.
Outside of work, Olena enjoys staying active through sports, reading a variety of books, and traveling to explore new places.
